Denaturalization Case Filed Against Man Who Procured U.S. Citizenship Under False Identity

WICHITA, Kan. — U.S. Citizenship and Immigration Services provided crucial support to an investigation resulting in charges to denaturalize a man born in India for using a false identity to become a U.S. citizen. The U.S. Attorney’s Office for the District of Kansas made the announcement. 

Charges were filed in the District of Kansas to denaturalize Harinder Singh, a.k.a. Harinder Singh Sanghera a.k.a. Rushpal Singh of Olathe, Kansas, for unlawfully procuring U.S. citizenship. Under the Immigration and Nationality Act, the citizenship of a naturalized U.S. citizen may be revoked, and certificate of naturalization canceled, if the naturalization was illegally procured or procured by concealment of a material fact or by willful misrepresentation.

The Immigration and Naturalization Service first encountered Singh in 1991 at JFK International Airport in New York. He identified himself at that time as Rushpal Singh. In August 1995, an immigration judge ordered him to be deported, but the government has no record of Singh ever leaving the U.S. 

In June 1996, Singh filed an application for an immigration benefit with INS under the name Harinder Singh. He also changed his date of birth, his date of entry into the U.S., and the factual basis for his claim. INS granted the application. In October 2000, INS approved Singh’s Green Card application under the identity of Harinder Singh. Eight years later he naturalized under the identity and immigration history of Harinder Singh. He did not disclose his prior immigration history under a different name. 

The U.S. government seeks to revoke the defendant’s citizenship and cancel his certificate of naturalization.
